Jurisdictional Determinations

Wetlands are an important ecological resource that provide wildlife habitat, floodwater attenuation, sediment retention, and water quality enhancement, to name a few.  As a result, the presence and extent of potentially jurisdictional wetlands on your site can make or break a project.  Symonds Ecology, Ltd. not only provides wetland delineations, but offers solutions in project planning and design  to help avoid and minimize impacts to these areas. 

Wetlands are not the only aquatic resource that the U.S. Army Corps of Engineers considers jurisdictional.  Streams, channels, creeks, and even sometimes man-made ditches can fall under the regulatory umbrella as well.  At Symonds Ecology, Ltd. we can assess your project site for potential “waters of the U.S.”  and provide you with the information you need for determining potential permitting scenarios.

Environmental regulations are ever-changing  and complex.  Symonds Ecology, Ltd. can help guide you through the barrage of regulatory red tape and assess your project for potential pitfalls and compliance issues.  We have a comprehensive background in regulatory compliance and established relationships with local, state, and federal agencies.  We can provide an early honest assessment of your site’s environmental constraints to development.

As a condition of Section 404 permit authorization, compensation for the loss of “waters of the U.S.” is typically required.  Symonds Ecology, Ltd. can evaluate your project site for on-site mitigation opportunities and make recommendations on the most appropriate and practicable solution, whether it be on-site mitigation, off-site mitigation, or mitigation banking.  We can develop mitigation plans that work with your project or negotiate the terms of a mitigation bank.

Phase I ESA

Environmental Feasibility

On November 1, 2005 the Environmental Protection Agency formally adopted its new “all appropriate inquiry” regulations.  The new regulations will take effect on November 1, 2006 and define who qualifies as an “environmental professional” and what the new standard of care in the Phase I industry will be.  Symonds Ecology, Ltd. is qualified to perform Phase I ESAs now and when these changes take effect.

To get a more complete picture of the environmental issues related to a specific project or property, our environmental feasibility services can provide you with the information needed to minimize risk and protect yourself from liability.  An environmental feasibility study conducted early in the planning process will aid in a more efficient design process and increase the accuracy of timeline and budget estimates.

Threatened & Endangered Species

Symonds Ecology, Ltd. can provide threatened and endangered species habitat assessments, inventory, and investigations for compliance with the Endangered Species Act.  We have conducted several species specific surveys including the black-capped vireo, the golden-cheeked warbler, the pygmy owl, and the Florida scrub jay.
